sorry to jump in cross border out of canada rarely makes sense because canada is usually the cheaper side of that particular border
the border question comes up a lot and nobody here will tell you what to declare. that gets stopped quickly
quick one a frozen and thawed reconstituted vial is the one thing i would not use, and i cannot point you at a study for that
