i had one pharmacy in another eu country refuse a foreign prescription and one accept it, same month, same paperwork, the insurer mattered more

i moved country mid-run and effectively started the entire conversation from scratch, including the paperwork, the fee varies by country

vat treatment on prescriptions differs by country and the rate is not the interesting part, the classification is, roughly

follow up netherlands was reported in here at around 200 euros a month out of pocket a year or so ago, with conditions attached to any reimbursement
